Though I am in the U.S.A., I was able to play on the Black Pajama Homi server (BPH) with a ping of 140 to 150-ish.
Good for a trans-Atlantic connection. Still very playable.
Now that the BPH server is back after a week's absence, my ping is 200 or higher. Not playable for me at all. (And it has nothing to do with my modem, or my router, or my ISP.)
What happened? Was BPH switched to a new server farm or ISP?
