Yes, there is a way - firstly try to search for map creator and ask him if he can allow to modify his map. Then use Total Commander and WCX plugin to extract map. And voila, you can edit it.

2. Go to Configuration -> Options... -> Packer -> Additional packers -> Configure packer extension WCX's
3. Enter "cbf" into the edit box
4. Press "New type", browse for plugin, then press "Open"
5. Press all "OK" buttons
You can make association also for .dat file to make work easier. Map files will became packed files and you can extract them easily to vietcong.folder. Don't forget to extract both files, not only cbf.
I changed my data and cbf files to SCO so I could open them in editor but it comes up with pteroengine_EXEPTION_VIOLATION and dosn't let me enter the map. BUT WHY!? I think ive done something wrong.

If you rename CBF to SCO, it cannot work. CBF is compressed file, SCO is only one file inside CBF.
No, it is not copyright issue. If you try your hardest to give credit to others "custom" creations (example: those which have made custom terrains and objects with 3dsmax). Then they may not get upset if you put out a terrain you call "your own creation".
I hope you understand that for many custom terrains, and objects, takes several hours/weeks to complete. This is the resaon to give credit to those which took the time to do this for all of the Vietcong "level" editors there may be. If you try hard to find the true creator, and can't find them, then just mention you have used somebodys terrain/object (publisher unknown) in the credits for where ever you decide to upload the map/mission.
This is the "right way" to go about using other peoples work in your missions/maps
