First question - I search web and I didn't find command line parameter which will directly join exact server.
Second question - it depends if there is set some VC folder variable or not. Every player has VC installed in different folder, so you cannot make link like C:\VIETCONG\vietcong.exe... or C:\Program Files\VIETCONG\vietcong.exe ... It should be something like %vietcongfolder%\vietcong.exe...

I don't know how to use C++ or what program is needed that might allow a direct connection.

Maybe an option after clicking on a link that will then ask you to point the the vc.exe file as a select program option
and an option to save or remember the selection would work as well
great thought but vietcong.exe -dedicated definitionfile.ded would start the server side I think... such as looking for maps and settings
But you all understand what I am looking for... I don't know if anymore out there would like to make something like this but it would be nice to just go directly into my server but would also be great for when server lists are down.
