If possible, choose the discrete graphics card in the "Ptero-Engine-II Setup" dialog. The FPS jump because depending on where you look, the engine has more or less objects to draw.

If you use VCStarter v1.5.1, Direct3D 9 is enabled automatically. You will see "D3D8: <graphics card>" in the Vietcong Setup window, but it is actually D3D9.
