If ...141 is the local IP (of your server computer), then rules vietcong 3/4 should do it (TCP is never used by VC).
Also check the UPnP settings (left menu) and be sure it's enabled.
Also don't forget to add a windows firewall rule if it hasn't auto-asked already.

Yes ... 141 is the local IP address. Enable UPnP I have perhaps allowed
Maybe somebody can help - router set corectly, we tried also DMZ, but still the same problem, I can see his server in serverlist but karlos cannot see it. Any idea? I have only one - filters :-D
If you can see the server here Gamespy Master then you are doing everything right. Must be a problem on Karlos' side then.. he refreshes the ingame serverlist and still cannot see it? Maybe there's bad connection to the server... (when refreshing, the game "pings" every single server by UDP).

wait... just to be clear - when you start server through vietcong.exe like non-dedicated, it is visible and players can join... but if you start server as vcded.exe it is not visible? It looks like firewall problem
